That's because colonizing does slow down your resource income in the short-term, doubly so if you're going for a robot assembly in the first slot as is conventional. For anything below 60% you're usually better off trying to make a migration treaty to get access to pops better adapted for that environment. They are technically profitable in the long-run, but they are massive resource drains for several decades and are dubious investments as a result. I usually find 2 planets with 70+ habitability tops before I run into the borders of my neighbors. You don't have to survey everything early, you can just explore seeking out planets specifically if you feel the need. There is also a setting that lets you control how many habitable planets are on the map in general which you may have lowered. The more enemies you put on the map the smaller chunk of the map you get and the harder to find planets. You may want to check some settings though if you are never finding any useful planets. In games like this I would probably take some habitability techs earlier than i normally would. As I get deeper into the game and have robots or need bureaucrats etc I start to go lower. In most cases I won't take anything under 50% at this point unless I just have no other option.
